The Feb 2013 Royal Army of Sulu Sultanate Stand-Off in Sabah

ROYAL ARMY OF SULU SULTANATE (RASS) STAND-OFF IN SABAH

QUESTION: Sir John, what can you say about the news about a certain Sulu Sultan and his 100 armed men surprise landing in Sabah? They say there are 200 more coming from MNLF. What can you say about this?

ANSWER: That is not part of the MNLF Sabah Recovery Project and MNLF Sabah PREMS Deal. That landing is not sanctioned by MNLF. If they were able to land that easily, it seems to appear that Malaysia is stupid, and I don't think Malaysia is stupid. So it appears more to me as a stage show. I don't know who are the parties behind that stage play, maybe Malaysia and Philippines is behind that stage play -- let's wait a little more and read the news further, because we can see the script of the stage show in how the news is presented.

Some people say that I should take that landing as an indicator that it is easy to land in Sabah; but I don't buy the deception.

When time comes for MNLF to land in Sabah, we send in at least 10,000 men in first batch and we expect heavy artillery, air assault, and even submarine and naval repulse by the Malaysian Army.

I will make the first say if it is MNLF sanctioned. I will keenly observe and make the last say since it is not.


MY RECOMMENDATION ON THE SULU- STAND-OFF

That landing is a surprise. It is not MNLF sanctioned. We are in the middle of hot pursuit against Abu Sayyaf Group (ASG). I understand that those who landed for a stand-off in Sulu (the beach boys) are brothers of MNLFs in Sulu. But the timing is, in my opinion, nothing more than an enemy ploy to divert our attention, from ASG hot pursuit, to somewhere else. We’ve seen this a lot of times how adults play with kids – we are not kids to play around with.

It is also possible that Malaysia is behind that stage play so they can justify increase of military funds from Kuala Lumpur. A 100 sultan beach boys could translate into a certain amount of increase in Malaysian military resources in Sabah; but if we add up another 200 MNLF beach boys, the resulting increase of Malaysian military preparedness budget for Sabah could become much higher and it’s not good for us.

Your message to me should have been like this: John, sultans on Sabah stand-off sought Maas' help and Maas decided to help, please provide advocacy support.

I have analyzed the Sabah stand-off way back even before I received the emotional phone-in that expressed “care” for the Tausug brothers who are now in a stand-off situation. Care must be mutual. Have you asked those beach boys if they care to be responsible of their reckless action for the lives of the 200 MNLFs if we ever send them off to Sulu to provide reinforcement?

My recommendation is, if you care for those Tausugs who beached there, the best option is to advise them to return immediately to Sulu. Retreat is a normal and acceptable decision in war and this is when it is most applicable – no other option. Our armed troops may have the nerve to fight anytime, but with meager resources, large scale battles are won by careful planning, preparation, and capability-build-up, and proper execution of plan. Sending our troops to gate crash in a surprise stand-off may result to armed conflict on enemy grounds. That is enemy grounds, they are prepared, we are not, we are facing an unexpected amount of risk.

It is a sign of weakness and it is unwise for land owners to get their hands dirty in the ground work of squatter ejection operation. When they return, I will personally brief them of the plan.

Nevertheless, I am game too if you decide to fight two enemies (ASG and Malaysia) simultaneously. Fewer claimant is better than many. Just bring whoever and whatever is left alive to me so I can brief them of the plan. But before they die, they should at least be informed of the plan so they can make intelligent decision. They have the right to know the plan.

Sultan Muedzul already came to me and he knows the plan. Maas too knows the plan. The rest of the claimants must not be deprived of their right to know the plan if you really care for them truly as brothers. Their boat fuel might be one-way trip only when they traveled to Sabah, so please find a way to provide boat fuel for those beach boys so they can return home safely. This should be Misuari's help -- send in boat fuel for their return home.

Whatever tragic thing happens, my conscience is clear in my file, that’s why I am sending this letter to Maas through all of you.

WARNING ON CHARACTER SHIFT

The moment MNLF sends in combat troops to Sabah without properly following international protocol, it becomes automatically listed as a transnational terrorist organization, and it becomes domestically categorized as an active armed and dangerous insurgent organization operating on international scale. When the worse happens, it will destroy everything good about the image of MNLF from the perspective of the international community. When the MNLF circumstances change, it will also change how members make intelligent decision of whether to click LIKE and UNLIKE. For myself, frankly, if we become listed as a transnational terrorist organization, I will be the first to click UNLIKE.

Remember the rule, it is justified to arm yourself to defend your self, your family, your house, your community wherever you have your domicile (residence). In any combat area, the combatant party who is a foreign (non-resident) of that land is the aggressor and the ones who will be held criminally liable for disturbing the peace, for any loss of lives, and damages to property.

There is no other option. Send in a rescue mission under white flag to facilitate the return of the beach boys. Whether the rescue mission is done by the MNLF or the GPH or the Red Cross or a combination, I don't care. If they won't return, then leave them there -- it's up to Malaysia to enforce their local laws there. Don't ever tell me later that this warning was never posted here. Over 6,000 people read this page every day.

OWNERSHIP AND SOVEREIGNTY ARE TWO DIFFERENT THINGS

Sulu Sultanate claims ownership of Sabah. Let's assume they own it. The question is, is their action to enter Sabah to through the backdoor is legally justified? The answer lies on sovereignty.

I am a Filipino and I can own an estate in California USA. But Philippines is not sovereign in California. USA is sovereign nation in California. I still need to use my passport and get a US Visa to be able to enter California USA. I cannot just go through the backdoor with my private army and breach border controls of USA for reasons that I have an Estate in California.

It is the same in Sabah. At present, Malaysia is sovereign in Sabah. Although Sulu Sultanate owns Sabah, the people of Sulu still has to pass through border controls, show proper passport and Malaysian Visa to legally enter Sabah.

In my last personal talk with the former Malaysian Ambassador in Manila last June 2012, we discussed this border control issues matter in relation to MNLF's plan on Sabah. He said Malaysian authorities will issue Malaysian Visa to whoever has Passport and has legal basis to enter any Malaysian Territory, including Sabah, either for work or residency purposes. He also said that anyone with immigrant or non-immigrant visa in Sabah can stay in Sabah without fear of deportation unless they pose threat on national security or peace and order. So, I don't see any problem.

Anyone who enters Sabah bypassing border controls will be considered by malaysia as intruders. They will be arrested, processed, and deported back to their origin. If they resist arrest, the malaysian authorities will be forced to use force to arrest them. Unarmed illegal entry is just a local law enforcement issue to be handles by ordinary immigration officers of malaysia. If the intrussion is heavily armed and highly organized with intent to take over sovereignty, they will treat it as an invasion and will be handled by the malaysian armed forces.

Do you think Philippine Government will get their hands dirty on the beach boys? In a deportation process, the first thing the PH Dept of Foreign Affairs will ask about is the proof of Philippine Citizenship of those boys and they would need to see Philippine Passports. The question is, does those beach boys have Philippine Passports? Without PH Passport, those beach boys will stay in jail in malaysia for a long long long time until they bow their heads and swallow their pride to take an oath as Filipino citizens and apply for PH Passport.

There is no such thing as a Bangsamoro Passport yet. even Misuari was deported by malaysia when he breached border controls of Sabah in 2001. But he was lucky he has PH passport, the process of deportation did not take that long.

ARE WE STOPPING MNLF FROM SHOWING SYMPATHY TO THE BEACH BOYS?

QUESTION: Sir John, are you stopping the MNLF from showing sympathy to the beach boys?

ANSWER: No. I am not. No one can stop the feeling sympathy. Sympathy is an individual thing. It is a natural thing. I myself sincerely sympathize with the beach boys.

Nevertheless, as MNLF, we encounter a lot of people who needs our help. Sometimes these request for help are difficult to refuse because it comes from a friend, a kababayan, a neighbor, a brother, a sister, a father or mother. They ask our help because they think that, as MNLF, we are stronger than the oppressor or some of them think we are vigilante. We have to be very very clear in defining our action. Are we helping in our individual capacity, or, are we helping using the badge of the MNLF. If it is a personal issue and help, we don't use the name of MNLF.

Yung mga kamag-anak at kaibigan ng mga beach boys, hindi ko yan sila pinipigilan na mag sympathize and tumulong, and even pumunta sa Sabah para ibigay ang sarili bilang reinforcement. They can do and go whenever they want. But they should not use the name of MNLF. They should make a clear statement that they are going in their individual capacity.

For those who sympathize and will actually go to Sabah for a combat mission to aid the beach boys, they should do it properly. Before they go, they should write a formal statement and publish it in the internet saying that (1) they are not carrying the badge and flag of the MNLF when they go to Sabah because it is not MNLF sanctioned, and (2) they should list personal identity information of those persons who will be going (i.e. names, gender, birthday, address, next of kin, parent's name, passport# if any).

Through that procedure, MNLF will not be categorized as a transnational terrorist organization and we can contain the list of identifiable persons who are responsible for the inevitable act -- hindi madamay ang mga decent na MNLF na walang kinalaman dyan.

Ang pag-aalaga sa magandang image ng MNLF ay trabaho ko yan. Walang pwedeng humarang or pumigil sa akin kasi naka-taya dito ang pangalan ko.

WHOEVER IN MNLF CENTRAL COMMITTEE SAYS YES TO MNLF ATTACK TO SABAH IN RESPONSE TO THE ONGOING STAND-OFF... make sure that you lead at the front line and be in the assault boats Honor and Courage. Put your life where your mouth is.

WHY DON'T YOU ORGANIZE A PEACEFUL RALLY or PUBLIC SYMPOSIUM to support and discuss the Tausugs on Sabah Stand-Off? You have a lot of influential Tausugs around who can organize this.

EFFECT OF DEPORTATION ON RIGHT OF REAL ESTATE OWNERSHIP

QUESTION: Sir John, what is the effect on a person's right of real estate ownership if he gets expelled or deported out from the country/state where the property is located?

ANSWER: He could lose his rights of ownership through government expropriation proceeding.

PROSPERITY THE KEY TO INDEPENDENCE

You will get your independence when you can show that (1) you have good income to stand on your own, (2) you can send your children to good school, (3) you respect the rights of the people around you, (4) you can defend your own life and personal property, (5) you have a good line-up of well-educated intellectuals in the community who are willing to administer your government, and (6) you have a collection of signatures of self-determined people who support the independence.

Untamed guns, poverty, and religious extremism -- these three are the recipe for extermination of your own people.

FOOD BLOCKADE

QUESTION: Sir John, what can you say about food blockade in the Sabah stand-off?

ANSWER: Malaysia sanctioned food blockade is a globally acceptable tactics in armed conflict situation. It is a peaceful way to gradually reduce the will-to-fight and fighting energy of the opponent. It is not classified as "deprivation of food". Deprivation of food is when you will not feed the person in your custody or when you burn a person's tongue so he can't eat. The beach boys, right now, are not yet under custody of the Malaysian authorities -- they are not being deprived to eat whatever vegetation is available within their reach.

The beach boys are in a situation now wherein they cannot get out because Malaysian authorities would like to arrest and deport them for record purposes. I don't think they will be allowed to just go out of Sabah because from the point of view of the Malaysian authorities, it is tantamount to allowing intruders to escape, and they too have jobs to protect as law enforcers. If the beach boys will resist arrest, for sure a firefight will ensue. Anyone who goes to battle must be ready to die and the audience, too, must be ready to accept casualties.

Can MNLF enter the area on reinforcement mission? I think yes. If there is a will, there is a way. But the risk is too high and it will be very difficult. The place is sealed. It is surrounded by a combat-ready superior Malaysian forces in land and sea. On the Philippine side, the Philippine Navy is also on the borders and I think the PH Navy will fire some scary .50cal warning shots from the battleship machine-guns if they would see MNLFs on small wooden boats trying to go to Sabah at this time for whatever reason.

While the stand-off continues, the Philippine Media is continually publishing the underlying reasons why this thing is happening. We gain domestic sympathy in this aspect.

The downside is, the show of hostile character from our side is not good for the one negotiating the interest of the Bangsamoro. Remember, negotiation is not just talks, but it also includes developing publicity on the opponent's side of society to affect the decision making of the opponent. In this instance, the Malaysians perceive us as terrorists, intruders, ungoverned, and uncivilized people who does not know what a passport is and does not know how to use the airport.

IN THE ADVOCACY THAT WE DO FOR THE BANGSAMORO, I SEE A HUGE PROBLEM AHEAD

The ROYAL ARMY OF SULU SULTANATE (RASS) is underway to be listed under the category of Transnational Terrorist Organization (TTO). I hope this there is a way to stop this. We have a lot of MNLFs who have interlocking relationships with members of the RASS. The consequences will be unimaginable. STAND-OFF IS ABU SAYYAF?

Sulu-based MNLF were in hot pursuit against Abu Sayyaf Group (ASG) the past few days prior to the Sabah stand-off. Where are the dead bodies and wounded of the ASG?

Where are the kidnap victims?

Are those who fled to Sabah who are on stand-off now are the ASG the MNLF has been running after?

Is that stand-off in Sabah the "graceful exit" of the ASG; like a quick shift from being pursued as kidnappers to heroes and martyrs who will fight to recover Sabah territory?

What's going on? Is news abroad leaking some smokes?

The beach boys said they went to Sabah for a suicide rally to support Sultan's claim on Sabah. But I could not find any pre-cursor or pre-departure press release statement or self-video where they expressed their good intention BEFORE going to Sabah. Something is unusual.

As I said, domestic news stories is okay; but news in foreign grounds is devastating. In situations like this, the list line of defense is the advocacy machinery, and it can only function well if information flow is not blocked.

TRANSNATIONAL CRIMES IN SABAH MUST STAY IN MALAYSIAN JURISDICTION

Repatriation is bad for Malaysia and worse for Philippines, unless the two nations collaborated as co-directors of a stage play to smear dirt on MNLF's Sabah PREMS Deal and Sabah Recovery Project.

I don't think the Malaysian People and Filipino People are equally stupid enough to allow 300 armed men perceived to be transnational terrorists to leave Malaysian territory and enter Philippines without passport and due border control process.

SIR JOHN, WHAT IS THE APPROPRIATE PHILIPPINE GOVERNMENT ROLE ON THE SABAH ISSUE?

ANSWER: The role of the Government of the Philippines (GPH) in this Sabah issue is to protect the friendly and diplomatic relations between Philippines and Malaysia. It is not a role of GPH to meddle upon the claim of Sulu's private ownership of a particular land that is located in a territory that is under Malaysian sovereign jurisdiction.

SIR JOHN, I WORK IN MALACANANG. WE ALWAYS READ YOUR POSTS IN MNLF. WE CONSIDERED SOME OF YOUR INPUTS IN THE RECENT STATEMENTS OF THE PRESIDENT. WHAT DO YOU SUGGEST TO STRENGTHEN PHILIPPINE-MALAYSIA FRIENDSHIP ON SABAH ISSUE?

ANSWER: I would suggest Government of the Philippines (GPH) to open up a Dept of Foreign Affairs (DFA) office that can issue Philippine Passports in Sulu. The DFA Office in Sulu should also have a small space for the Malaysian Consul who can issue Malaysian Visa. This way, our people in Sulu don't need to travel far to get the necessary travel documents.

With this stand-off right now, I was informed by my MNLF intelligence agent in Sulu that they don't have rice in Sulu now because of naval blockade between Sabah and Sulu. Sulu imports their rice and other prime commodities mainly from Sabah. So, after this mess, please tell the President to develop also the RORO Pier for passenger boats crossing back-and-forth Sulu and Sabah. The Malaysian should also develop a good pier in Sabah closest to Sulu. Immigration Officers should check on the passports and visa on both sides -- Sabah side and Sulu side to ensure legality of people and goods crossing borders.

SABAH PREMS DEAL PARAMETER NO. 10

"The people of Sulu Sultanate must apply for appropriate Malaysian Visa or Malaysian Citizenship if they want to establish residency or work in Sabah".

The Sabah stand-off is a violation of that parameter. The participants will face arrest, process, and deportation. A record of deportation may possibly result to those participants losing their right and entitlement to ownership of Estates in Sabah. But I can possibly represent them in Malaysia and request the removal of their record of their deportation provided that their leader, Jamalum Kiram III, comes to my office and sign a statement that he was not aware of the Sabah PREMS Deal when he ordered the invasion in Sabah. I will also attest that I have not briefed him yet at the time when they violated the Sabah PREMS Deal Parameter No. 10.

STATUS OF THE RIGHTS THE ROYAL ARMY OF SULTANATE OF SULU IS FIGHTING FOR

1. Right to be recognized as landowner of Sabah. APPROVED.

2. Right of the landowner to sell Sabah. APPROVED.

3. Right of the landowner to collect lease and lease Sabah to any other party. APPROVED.

4. Right of the landowner to build house and develop the land in Sabah. APPROVED.

5. Right of the landowner to enter into business venture to develop the lands in Sabah and enjoy the fruits of the land. APPROVED.

6. Right of the landowner to enjoy the national security services of Malaysia on border controls. APPROVED.

7. Right of the landowners to just enter Sabah with fully armed private army without Passport, without Visa, without passing though formal border controls at ports and piers. DENIED.

8. Right of the landowners to make a self-determination to use force to expel Malaysian Sovereignty over Sabah or defy government authorities in Sabah. DENIED.

MNLF LEADER NUR MISUARI STATEMENT ON SABAH STAND-OFF

In a radio interview, Misuari reaffirmed his support for the sultanate but denied that the MNLF was on red alert and preparing for armed confrontation with Malaysian forces.

“I do not know where the report came from; there is no order for the MNLF to go on red alert,” he said over radio dzMM.

Misuari stressed the MNLF is not involved in the ongoing standoff in Lahad Datu and that he had even sent an appeal to Prime Minister Najib Razak not to harm the group.

He admitted, however, that some of the young men who joined the group were regular members of the MNLF.

He said the MNLF has ruled out the use of force in reasserting the Sabah claim.

SIR JOHN, WHAT DID THE SABAH STAND-OFF ACHIEVED?

ANSWER: I don't know. MNLF don't know. We don't know what it achieved and what it failed to achieve. That question should be asked to those who are involved in it. The papers quote Philippine intelligence saying there are three groups as INVISIBLE hands behind scenario:

(1) One small faction that is in it for the money,

(2) An Anti-Aquino Administration Group, and

(3) Malaysian political opposition.

In my honest opinion, there are also three groups I saw who has direct VISIBLE hands on the scenario:

(1) One powerful influence peddlers in Malacanang who takes in BRIBE from Malaysia in exchange of silencing the Sabah issue,

(2) A Pro-Aquino Administration Group who wants to show to Malaysia that their loyalty is worth the bribe that is being paid, and

(3) Malaysian political incumbents who currently dined and wined with the Aquino Administration in Malacanang during the signing of the GPH-MILF Bangsamoro Framework Deal.

SIR JOHN, DID PNOY DO THE RIGHT THING ON THIS SABAH STAND-OFF?

ANSWER: YES. PNoy did the appropriate and righteous decision as President of the Republic of the Philippines. Moreover, he has pending righteous actions. He must implement the law against anyone who provokes the Philippines to have war with another nation.

SIR JOHN, SHOULD THE OIC INTERVENE IN THE SABAH ARMED CONFLICT?

ANSWER: I am not sure. Maybe YES if there is an issue on violation of Muslim Rights. MNLF is the OIC Observer Member, so, it should be Nur Misuari who will send an official recommendation to the OIC regarding the issue at hand. I've read in the papers that Misuari called upon the OIC to intervene to come up with peaceful resolution, but I am yet to see the paper trail of the official request. I am not a Muslim, but I think there is HIJRA violation. I am not sure.

SIR JOHN, WHY IS THIS MNLF PAGE NOT SUPPORTIVE OF THE ARMED CONFLICT IN SABAH?

SIR JOHN, IF YOU ARE THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES, HOW CAN YOU BE PUT IN A SITUATION WHEREIN YOU WILL BE FORCED TO HELP THE SULTANATE OF SULU IN ASSERTING THEIR RIGHTS ON SABAH?

ANSWER: There is no way for the President or any government resources (especially Military) can be spent on a private interests such as private persons resolving their land ownership issues in a foreign land (Sabah).

If I were the President of the Republic, I would visit Kiram as he would want me to and I will bring a DEED OF DONATION for Kiram and other Sultan Claimants to sign. As President of the Republic, I will tell them: "donate Sabah to the Philippine Government and as President I will use whatever means is possible to take sovereignty of that land". Is Sulu willing to donate Sabah to the Philippine Government? I don't think so.

SIR JOHN, I AM A MALAYSIAN SCHOLAR. WHY CAN'T YOU STOP YOUR PEOPLE IN THE GROUNDS FROM LAUNCHING INDEPENDENT ASSAULTS ON SABAH?

ANSWER: I've been sitting here alone on the negotiating table for almost a year already, patiently waiting for Malaysia to come in and sit. I have given Malaysian authorities in Manila the paper of the agenda of the talks, but your country seem to be disinterested, or perhaps just bureaucratically slow in grabbing the opportunity of a peaceful negotiation. As a result, my people got impatient and perhaps some of them decided to group themselves to make the barrel of their guns do the talking. I told them not to go, but how can I stop impatient guns if I have no update to give them? In a few days, I might leave to somewhere in Europe to have my vacation and witness the installation of the new Pope for at least 6 months; so back here in Southeast Asia you just have to face those impatient guns who will come visit you every now and then. When we stop talking, the grounds will start shooting, that's how it works.

Fifteen days later, on 9 Feb 2013, the first batch of the Beach Boys arrived in Sabah, and I was surprised because I don't even know who these guys are. It's like river, it flows naturally.

SIR JOHN, NAJIB AND ANWAR, ELECTION COMPETITORS IN MALAYSIA ARE POINTING THEIR FINGER AT EACH OTHER WITH ALLEGATION OF MASTERMINDING OF THIS SABAH ARMED CONFLICT. WHAT CAN YOU SAY ABOUT THIS?

ANSWER: There is only one mastermind of what is going on now in Sabah and the person is me. My situation is unique because I just wrote a series of blogs about Sabah and people I never met in my entire life started reacting, the situation became out of control, and one morning we already have a stand-off and after a few days a bloodbath, and who knows what will happen next.

I neither had acquaintance, meeting, communication, nor any link with Anwar, nor with Najib, nor with Jamalul Kiram III. If they have met with Misuari, Murad, Kiram or anyone, it is irrelevant because none of these guys have ever directly or indirectly influenced me in asserting the rights of the Tausugs over Sabah.

However, I admit, there are one or two high ranking officials of the MNLF who sent me text messages that ORDERED me to shut down my blogs during the height of the stand-off. So, as a knee jerk response, I temporarily shut it down and even accidentally deleted everything. But I realized later that there seems to be inconsistency between the shut-down order and my blanket authority in the MNLF on this Sabah Recovery Project, so I revived the site. As a result of this, we are currently experiencing a major rift in the MNLF - someone who wants our blogs to continue asserting the rights of the Tausugs versus someone who wants to SILENCE us. Strange, though, that the group who wants to silence us are the ones actively involved in supplying beach boys to the Royal Army of Sultan Jamalul Kiram III. We, the noisy ones, don't want the Tausugs to breach Malaysian territory.

My approach in the Sabah issue is NEGOTIATION, SCHOLARLY TALKS, not war. Najib and Anwar are accusing each other on riding the issue and instigating the war. As mastermind of this Sabah explosive issue, I will be the judge on who between Anwar and Najib is telling the truth. The judgement criteria will be simple. Whoever between the two will sit with us for a cup of coffee, anywhere they want, is the one who is PRO-PEACE. The one who is pro-peace will get the Sabah votes.

SIR JOHN, IS MNLF, AS AN ORGANIZATION, ALREADY OFFICIALLY INVOLVED AS PARTICIPANT OF THE SABAH ARMED CONFLICT? [5 March 2013]

ANSWER: Not yet. You know, MNLF members are spread all over Mindanao, Palawan, Sabah, Sulu, and even Metro Manila. MNLF is a very huge organization. At present, MNLF leader Nur Misuari has not yet PUBLICLY declared MNLF's official participation in that war. So the status is, we have nothing to do with that, yet.

You know, it just a coincident that "some few" of the first batch of the Beach Boys who died there in Sabah were some sort of affiliated with MNLF. So, like a fraternity, their surviving brothers would get angry and go there too to take revenge and we can't stop them. In Sabah, there are also MNLFs and if one of them get killed, the fraternity instinct kicks in and it becomes a chain reaction of one fighter coming into the picture after another. It just a coincidence that that these people involved in the fighting are MNLF.

If you see 200 or 100 or 50 men going to Sabah, that's not MNLF yet. You would know if MNLF is officially involved because I will publish it here and we will be sending at least 10,000 troops to Sabah batch-by-batch, endlessly. As of today, MNLF, as an organization, is not yet officially involved.

SIR JOHN, IS THE PHILIPPINE PRESIDENT "SINCERE" IN HIS POLICY THAT PHILIPPINE GOVERNMENT WILL DISCOURAGE FILIPINOS TO PARTICIPATE IN THE ADVENTURES IN SABAH?

ANSWER: I am not sure. I have doubts. If he is sincere, he could have just prevented this armed conflict be ordering his Military Intelligence to arrest those who are actively recruiting MNLFs to participate in armed conflict to Sabah. There is less than five of these illegal recruiters. Once you arrest these guys, the RASS will no longer have supply of men.

Another thing, if the Philippine President is sincere, the Philippine Naval ships should have been effective in preventing the RASS recruits from crossing to Sabah. If there are still ARMED illegal border-crossers, then there is something wrong in the Philippine side.

The Malaysian side should pick this post and help them calculate the sincerity of the Philippine President's statement supporting the diplomatic relations of Malaysia and Philippines.

ANSWER: Look around you. Malaysian media fueling the war. Philippine media fueling the war. Malaysian government started the firing of shots at the protesters in Sabah that resulted to the escalation of the armed conflict. Philippine government seem to speak peace but its border control is not sincere in preventing armed cross-borders. There are many brave officers in MNLF who are not afraid to do fraternity wars. MILF helping Malaysia systematically uproot Tausugs in Sabah. Everybody wants WAR!

Since day one, in the side of Philippines there is only one place where the Sabah issue is not silenced and where PEACE COFFEE is always kept warm for the Malaysians to "try" and sincere prevention of armed conflict is proposed. The PEACE COFFEE is in this MNLF Page.

SIR JOHN, CAN YOU TELL US WHY THAT ASSAULT SOME FEW TAUSUGS IN SABAH NOW IS NOT OFFICIALLY RELATED TO THE PROPOSED SABAH PREMS DEAL?

ANSWER: That is a good question Jimmy. First and foremost, the Sabah PREMS Deal is a peaceful and scholarly talks that is intended to produce real estate contracts (lease and joint venture) between the landowner (People of Sulu or Tausugs) and the landusers (Malaysians plus many others). The foundation of success of the Sabah PREMS Deal is on the supposed righteous policy of Malaysia to protect the bundle of rights of the landowners and landusers.

If Malaysia ignores the proponents (scholars and negotiators) of the Sabah PREMS Deal and suppresses the rights of the landowners, that's the time the Sabah PREMS Deal will have to be escalated to INVASION, that is, to eject Malaysian sovereignty over Sabah and replace it with another that will most probably protect the rights of the landowners, the landusers, and the people in general.

In the event Sabah PREMS Deal elevates the matter to the Invasion Team, I will make a strict instruction that the Tausugs must not be engaged in the groundwork squatter ejection process because they are the landowners. This is so because the landowners has to be alive because Sabah PREMS Deal is basically serving the interest of the landowners. No landowners, no Sabah PREMS Deal. Sabah PREMS Deal treats the Tausugs people in general as ROYALTIES, we value each one of them, and we want to preserve that bloodline because they are the people that I personally believe as destined to be revived to rule the entire Bangsamoro Land (Mindanao, Sulu, Palawan, Sabah) in the future.

So now, in the present armed conflict situation in Lahad Datu, you see small packs of Tausugs invading Sabah. The mere fact that Tausugs are involved in the nasty groundwork of invasion, that is not Sabah PREMS Deal, and that is not the work of the hand of the MNLF.

SIR JOHN, WHY ARE MNLF MEMBERS EASILY SWAYED TO JOIN ARMED CONFLICT ADVENTURES?

ANSWER: MNLF, as an organization, has a very huge membership. Some have guns, some don't. MNLFs are generally revolutionary minded, fraternity protectionists, unemployed or underemployed, and lowly educated; hence, they are very vulnerable to be easily swayed by "recruiters" who supply boys to Abu Sayyaf, MILF, RASS (PAJAK3), Private Armies, Election Goons, etc. So, if you have available guns, ammunition, and you need boys to carry it for you to battle, no matter what reason, whether that be jihad, redo, fraternity vengeance, assertion of property rights, terrorism, electioneering, escort service to a VIP, or even just group PICTORIALS, you can easily find an MNLF who claims to be an MNLF Officer and pay him to get him to supply you with boys you need. The eyes of those boys will glisten if you show them high-powered guns to carry.

That is why in MNLF, I have been long ago sending feelers to the Philippine Government to help us conduct seminars in the grounds so we can educate our boys and reduce their vulnerability to terrorist trafficking. We also have feelers to assist government in gun registration. But the Philippine Government just didn't pick up the feelers. I think the Philippine Government don't care about peace and order in Mindanao.

Nevertheless, the lack of care of Philippine Government in Mindanao did not stop us from advocating peace and order in this MNLF Page in Facebook.

JUST A COINCIDENCE OF THE DATES

9 Feb 2013, MNLF pursuing the Abu Sayyaf Group (ASG) in Patikul Sulu reached the dead end of the search. The ASG are holding in Patikul Sulu and MNLF had been pursuing them since 2 Feb 2013 in an effort to rescue kidnapped victims Jordanian journalist Baker Abdulla Atyani, Elwold Horn (Holland citizen kidnapped by ASG on 1 Feb 2012), Lorenzo Vinceguerre (Swiss citizen kidnapped by ASG on 1 Feb 2012), Warren Richard Rodwell (Australian citizen kidnapped by ASG on 5 December 2011), and Japanese Toshio Ito (Japanese citizen kidnapped by ASG in July 2010). Being pursued are around 200 men, suddenly disappeared in Sulu.

9 Feb 2013, the so-called Royal Army of Sultanate of Sulu (RASS), landed in Laha Datu Sabah with around 200 men.

Well, it looks like Malaysia invited them in and is harboring the kidnappers in Sabah and even gave them a new ALYAS RASS!

Are there Malaysian Police getting ambushed and decapitated? Well, ambush and decapitating are ASG trademarks.

Jamalul Kiram III, the sender of the RASS, showed proof that he is on Malaysian payroll.

You know what? A lot of Malaysian Police and Army get killed in Sabah. To preserve Malaysian-Philippines diplomatic relations, I think the good Malaysian People should ask their President or whatever they call him about the Malaysian black ops in Southern Philippines.

I have already exhausted all my effort to get proof of life of the kidnapped victims in Southern Philippines, but yielded nothing. I guess early morning of 9 Feb 2013, the ASG, along with their captives, have already crossed border to Sabah.

Now we go to my answer on the question on WHAT IS MALAYSIA'S POLICY WITH REGARDS TO HANDLING THE TAUSUG'S CLAIM.

SIR JOHN, WHAT IS MALAYSIA'S POLICY WITH REGARDS TO HANDLING THE TAUSUG'S CLAIM?

ANSWER: Why ask me, I am not Malaysia. Ask Malaysia. But since you already asked, perhaps you want to know how I see Malaysia's policy from my own perception and opinion.

In my study, I picked up four Malaysia policies/strategy with regards to handling the Tausug's claim on Sabah:

(1) Silence the issue. This is done by bribing the media and the Philippine Government. One of the evidences is the Memorandum of former President Gloria Arroyo in 2008 mandating all government agency to be SILENT on the Sabah issue. Some officers of the MNLF were also utilized to tell me to shut down my noisy blogs.

(2) Keep the Tausug poor and politically powerless. This is done by bribing the administration of the Philippine Government, and by using the MILF and Abu Sayyaf Group (ASG) to ensure that investors will get scared in Sulu and in entire Mindanao.

(3) Depopulate and uproot the Tausugs in Sabah. This is done by terrorising the Tausugs in Sabah and by facilitating Malaysian investments in Mindanao to facilitate their return to Mindanao.

(4) Create and maintain a multiple-claimant scenario. This is done by creating, feeding the desire of royalty, and providing appropriate costumes and international recognition to SEVERAL Sulu Sultan claimants separately and make them compete/fight each other over the issue on who the rightful Sultan is.

THE PRIVATE ARMY OF JAMALUL KIRAM III (PAJAK3)

The correct name of the group involved in the Sabah raid of 9 Feb 2013 should be "Private Army of Jamalul Kiram III (PAJAK3)". It is inappropriate and unfair to the people of Sulu to call them Royal Army of Sultanate of Sulu.

SIR JOHN, I AM A TAUSUG. TO WHOM ARE YOU LOYAL, TO THE PEOPLE OF SULU OR TO MALAYSIA?

ANSWER: SABAH PREMS DEAL is a PROFESSIONAL APPROACH. Professionals do what is right according to the dictum of the profession. Just like a doctor, a doctor's job is to save lives, no one can dictate upon the doctor on the professional medical care that has to be done upon the patient.

If you read my blogs on Sabah PREMS Deal, you will notice that I spent so much time and effort on it with a primary objective that THE PEOPLE OF SULU must benefit from the fruits of Sabah. It is a nightmare for any real estate professional to press the rights of the owner of the land when the land is possessed by someone else.

Now, let me tell you the truth. I know a technicality that will make Sulu lose its OWNERSHIP RIGHTS on Sabah. If I were loyal to Malaysia, I could have just told Malaysia what to do, and with just two sentences of advise, Malaysia could become the rightful OWNER and SOVEREIGN NATION over Sabah. But I kept silent on this technicality.

Observe my UNPAID EFFORT my dear, so you will intelligently decide whether you should be grateful or doubtful of my involvement in this issue.

The recent PAJAK3 raid on Sabah is not good for the people of Sulu. It will block the trade between Sulu and Sabah that peaceful Tausugs and Sabahans have enjoyed for centuries. It will make it very very very difficult for us to deal with Malaysia on Sulu's claim on Sabah.

ANSWER: The technical term of that settlement is called QUIT CLAIM. When a claimant doesn't want to go through the hassle of claiming ownership, he is given cash and he signs a Quit Claim.

The effect of that is it will reduce the number of claimants and beneficiaries of the Sabah PREMS Deal. Those who signed the Quit Claim can no longer benefit from the result of the PREMS Deal.

In that article, the mere fact that settlement is to be paid, it means the claim is real and existing.

In short, the Quit Claim is good for those claimants who patiently ride on the Sabah PREMS Deal. I just hope that whatever they get from the Quit Claim will flow down and be translated into food for the family's table of ordinary people in Sulu, not just for themselves.

SIR JOHN, MANY POLITICAL CANDIDATES GANG UP ON PNOY AQUINO SAYING HE IS A TRAITOR TO THE FILIPINO FOR NOT PROVIDING MILITARY AID TO THE PRIVATE ARMY OF JAMALUL KIRAM III (PAJAK3). WHAT CAN YOU SAY ABOUT THIS?

ANSWER: Ohh I don't like PNoy too and perhaps I am the only blogger in the Philippines who have written tons and tons of criticisms on PNoy and given a new opportunity to criticize him I will. But on this PAJAK3 case, he did the right thing, he followed his mandate, he followed the law, and I hope he will implement the law. We, exhortationists bark a lot at mistakes, but we also reward good deeds with a good note.

Now observe those politicians who criticize PNoy on this PAJAK3 raid on Sabah and know their background. You will notice they are typically LAWYERS who have FRATMEN MENTALITY. Fratmen have common characteristics, they do acts of violence and corruption for the sake of their fraternity brods; and they too generally "enjoy" the sight of human suffering (initiations). Our nation is like this, so ugly, because of those fratmen lawyers. You want me to mention one Senatoriable who is a fratman?

Show me first the identity documents proving those are Filipinos or at least tell the Stage Producer Jamalul Kiram III and his Malaysian Stage Director to show a list, personal record, and proof of Filipino citizenship of those persons.

(1) Gain the trust of the people of Sabah by showing that Malaysian Forces are reliable to defeat any intruder, and

Personally, I have a suspicion, though, that this thing is REAL. Knowing the direct payers, I see a stage show.

The only time I would start believing that this is real is when Malaysia issues official order to categorize PAJAK3 as a Transnational Terrorist and transmit the request for arrest to the InterPol, and the Philippine government will start arresting those directly involve in this transnational terror crime. MNLF's ECONOMIC PLAN FOR SABAH

Sabah will be well-planned and divided into several economic zones and Townships and we will offer it for lease and joint venture to MANY real estate and mineral extraction developers of many countries who can afford to invest. One zone could possibly be leased to Malaysia, another zone to China, another zone to USA, and another zone to British, and another to Arabs, etc etc. We don't want Sabah to be leased out to one nation, in fact, no one nation can afford the price to become exclusive lessee of Sabah. The people of Sabah, Sulu, Mindanao will greatly benefit from our economic development plan. So please, I hope Malaysia, who is the sovereign government in Sabah, will help us instead of block us. I am an economist and a real estate professional. Let's generate jobs and economic development. We don't have to pass through armed conflict in order to do these good visions.

We have similar plans for Mindanao, Sulu, Palawan, and Sabah. If Malaysia wants me to develop Mindanao first instead of Sabah, why don't Malaysia business representatives just come to me and talk to me about it? You don't need to create a stage show in Sabah, you don't need to kill people in Sabah. Come here to my office, lets talk business that will be benefited directly by our people, show me the money, and don't waste my time!

We also don't want to do business in Sabah if only it will result to make myself and you POOR just like Sulu citizen. We will not disturb you on whatever your status or job in Sabah right now. SIR JOHN, IS SABAH PREMS DEAL ASKING MONEY FROM MALAYSIAN GOVERNMENT?

ANSWER: No. Sabah PREMS deal is not a lazy beggar deal. Sabah PREMS Deal won't ask a dollar from Malaysian Govt. Sabah PREMS Deal represent the rights of the landowner and will make money in Sabah by zoning and subdividing the lands and leasing it out to whoever wants to invest on the land. Whatever money we collect, we remit it to Sulu.

In my estimate, collecting lease from its present landusers would already income at least P56Billion. Prospective investors from China, USA, and Europe would make us earn at least P100B a year.

If Malaysia wants drama by suppress the landowner from doing peaceful, legal, and decent business in Sabah, we will go ahead with the lease with another nations and the downpayment will be used to purchase arms and send in the private mercenaries from all over the world to help us occupy the land, burn all structure there that smells Malaysian, and of course the simplest thing to do is drive away Malaysian sovereignty. In the event invasion is inevitable, it will be properly announced so that civilians are given option to flee and Malaysian forces will have enough military defense preparation before we move in to ensure there is drama.


There are groups in Philippines now who wants to take over Sabah and we don't like them. If Philippines will take over Sabah, Sabah will become as poor as Sulu. So we say NO to Philippine intervention in the MNLF Sabah PREMS Deal.

ANSWER: The one and only highest leader of MNLF at present is Prof. Dr. Nur P. Misuari. If you read or hear or watch news stories refering to him as "former" MNLF leader, there is no truth to that story, and that is a PAID PROPAGANDA by those who wants to create a "cloud" of the MNLF.

That is old strategy of the Arroyo Administration and I also noticed the Aquino Administration are beginning to use the same strategy against the MNLF. Another person you also have to watch who have this obsession of persistently "acting" like a self-claimed leader of the MNLF is Muslimin Sema -- he is the favorite actor of the Philippine Government in the leadership "cloud" on the MNLF.

We have a ONE MNLF Doctrine that says: "there is only one genuine MNLF, one leadership of Nur Misuari, one ideology of egalitarianism, one objective of independence". Anyone who defies this doctrine is considered a SEPARATIST of the MNLF. The 15EC of Muslimin Sema is one of those groups that are considered by MNLF as a separatist of the MNLF.

Sabah claim was silent already for the past 40 years until I masterminded the Sabah PREMS Deal and everything that is happening now in Sabah is a result of people having read my brainchild Sabah PREMS Deal. Sabah PREMS Deal is a CAUSE and it has two possible EFFECTS: (1) one is part of my plan, and (2) the other is outside my plan and a mere reaction of many parties.

The PAJAK3 incident is an EFFECT that is NOT part of my plan, but it is related to the Sabah PREMS Deal. Malaysia sending in military to uproot the Moro/Filipino and undocumented children in Sabah is an EFFECT that is NOT part of my plan but it is related to the Sabah PREMS Deal. So if you ask me if I "planned" the PAJAK3 the UPROOTING, the answer is NO. PAJAK and Uprooting is planned and executed by Malaysia as a reaction to Sabah PREMS Deal.

By threatening to ban you, I mean to sting you a little so you will be wide awake and aware that that question you are posing has a high potential of MISCHIEF.

SIR JOHN, SINCE PAJAK3's MISSION IS TO UPROOT THE MOROS/FILIPINOS IN SABAH, WHAT WOULD THE MNLF DO OR SOLUTION TO THE MATTER?

ANSWER: That's a good question, Tim. If you think MNLF will militarily respond to the situation, you will get disappointed.

In behalf of the MNLF, I already have alerted the NGOs who serve as agents of the United Nations to watch the uprooting and the undocumented children closely, in fact they are already monitoring it very closely and some of their agents are already in the ports of Sulu. The UN Report on that later on will be a strong basis to prove Malaysia's unworthiness to act as sovereign nation over the people of Sabah.

When PREMS land in Sabah, we will have to decide on what Nation (MY vs PH) will deserve to be sovereign on Sabah and the human rights record is a factor in the determination.

Those groups in Philippines who wants to reclaim Sabah should focus on monitoring and exposing Malaysia's uprooting and gross unfair treatment to undocumented children who were born in Sabah. A series of these expose publication will be very valuable and will have a great impact on the future of Sabah.

We would also look at how the GPH help Sulu during the Sulu-Sabah food blockade took effect. Did GPH facilitated a solution such as direct shipping of goods from Manila to Sulu? We would also look at how GPH effectively extended its consular services to facilitate proper documentation (birth cert and passport) at Sulu or Zamboanga Ports of Entry to the 50,000 undocumented Moro/Filipino children who are uprooted in Sabah.

ANSWER: Malaysia "mediated" (kuno) the MILF-GPH talks that produced the Framework Agreement for Bangsamoro. On the contrary, it is my opinion that Malaysia used and took advantage of the beggarship vulnerability of the MILF and GPH to "control" these two so she can push her agenda of silencing the Sabah issue. We therefore have a peace talk negotiation wherein the mediator's selfish interest were primarily served.

That MILF-GPH Deal is not good for the Bangsamro People, not good for the people of Sulu, and not good for the Filipino People. PNoy, senatorial candidates will surely suffer a backlash on this scandal.

The PAJAK3 are mobile, like a rabbit being followed by Malaysian Military, and they pass through Moro/Filipino civilian communities. From the start, I said these PAJAK3 are not protesters, not activists, they are there to lead the Malaysians to locate the Moro/Filipino communities that are being targeted for uprooting.

SIR JOHN, NATL BUREAU OF INVESTIGATION (NBI) IS INVITING NUR MISUARI TO THEIR OFFICE IN TAFT MANILA TO SHED LIGHT ON THE EARLIER ACCUSATION THAT MISUARI PERSUADED THE SO CALLED "ROYAL FORCES" TO TRAVEL TO SABAH AND FUNDING THEIR TRIP. WHAT CAN YOU SAY ABOUT THIS?

ANSWER: They mentioned "EARLIER" accusations. Who is "Earlier"? I have not heard of him. The NBI should find Mr. or Ms. "Earlier" first and ask him about his/her allegation.

Who is "Royal Forces"? What we have now is Private Army of Jamalul Kiram III (PAJAK3). They better get their terminologies straight or else it will confuse everyone.

Misuari will not travel from Mindanao to NBI. Misuari can't afford a plane fare for that invitation. There is an NBI office in Mindanao with staff, please tell them to come to Misuari, not the other way around.

By the way, how did NBI get the information that PAJAK "TRAVELED" to Sabah? From where? Through what means? We don't know these information. The government knows these information? So, perhaps it is true that the Philippine Government KNOWS THESE INFORMATION? Hehehe, the government should explain this "PRIOR KNOWLEDGE OF THE PAJAK ATTACK" to Malaysia.
